Corporate Overview
The Architecture of Governance.
Sankalp AI was founded on a singular premise: public policy should not rely on historic intuition, but on predictive data engineering and measurable execution.
The era of human guesswork in governance is over. We do not advise.
We compute. We engineer.
Traditional advisory models rely on post-mortem analytics—reacting to systemic failures after they occur. Sankalp AI is a preventative architecture. We build deployment matrices that guarantee equitable resource distribution before a single legislative bill is passed.
TRUSTED BY TOP ORGANISATIONS
The Origin
Born in the Silence between what was Known and what was Done.
Sankalp AI was not built from first principles. It was built from accumulated evidence of what happens when governance runs on instinct instead of intelligence—and how quietly, how consistently, that gap compounds.
The data existed. The intent existed. What was missing was the connective tissue between them. Sankalp is that connective tissue.

Systemic Evolution
The Three Epochs of Governance.
v1.0 Analog
The Committee Era
Reliance on subjective human debate, 5-year macroscopic plans, and paper trails. Average reaction time to civic crises measured in years. Highest vulnerability to localized corruption and bias.
v2.0 Digital
The Dashboard Era
Digitization of records. 'E-governance' creates dashboards, but human bureaucrats still manually interpret the data and execute policy. Latency is reduced to months, but systemic bottlenecks persist.
v3.0 Sankalp
The Intelligence Era
Data does not just inform policy; it automatically triggers it. Smart-contract equivalents route resources autonomously when live demographic telemetry hits mathematically verified thresholds. Zero latency.
The Framework
The Sankalp Sequence.
01
Action
We move beyond theoretical research into decisive, measurable execution protocols.
02
Policy
Frameworks engineered for scale, resilience, and socio-economic adaptibility.
03
Economic
Maximizing systemic yield and optimizing resource allocation across demographics.
04
Growth
Sustainable, long-term advancement tracked through rigorous quantitative metrics.
Foundational Principles
Our Core Mandate.
01
Empirical
Every policy recommendation is backed by a verifiable, quantitative baseline.
02
Agnostic
Unbiased analysis free from political or institutional latency.
03
Systematic
Deployments structured for automated tracking and yield analysis.
04
Scalable
Frameworks engineered to grow from municipal pilots to federal law.
Ethical Framework
Cold Math.
Absolute Equity.
Human decision-making is inherently flawed by subconscious bias, political pressure, and localized incentives. Algorithms, when built on strictly verified quantitative baselines, are incorruptible.
Sankalp AI actively strips out subjective qualifiers from the policy distribution matrix. Whether routing emergency funds or re-zoning urban grids, the code executes based purely on demographic deficit and calculated need. Equity is no longer a political promise; it is a mathematical guarantee.

Policy Intelligence
Agentic RAG pipelines & M&E-aligned scheme analysis.
AI Based Architecture
LLM-driven decision support & time-series forecasting.
Governance Systems
RFP navigation & secretarial-level engagement.
Data Infrastructure
Cloud-native microservices and multilingual retrieval.
The Talent Density
We do not stop at policy advice. We build systems for decision intelligence.
The traditional advisory space is saturated with political science theorists and management consultants. Sankalp AI is built by a completely different breed of talent.
Our teams combine public policy architects, agentic AI engineers, and M&E specialists. We bring the rigor of evidence-based governance and scalable AI infrastructure directly into the heart of welfare delivery.

The Intersection of Policy and Intelligence.

Shivani Parihast is a policy entrepreneur and global strategy leader operating at the intersection of governance, data, and decision intelligence. With an academic foundation from the University of Delhi, IIM Calcutta, and Harvard Business School, she brings a multidisciplinary perspective to complex institutional challenges. Her career spans leading global fintech initiatives to driving financial and social inclusion across diverse geographies. As the founder of APEG, she has built a robust platform for evidence-based decision-making and sustainable development. Shivani conceptualized SANKALP to solve a structural disconnect: the gap between expanding data ecosystems and real-world policy execution. By transforming fragmented data into actionable, simulation-led intelligence, she enables organizations to navigate complexity with clarity. Her vision is to make governance more anticipatory and adaptive, ensuring that growth remains inclusive, equitable, and grounded in measurable impact.

Suvendu Chand is a policy technologist and senior industry strategist specializing in technology governance, digital public infrastructure, and sovereign institutions. With two decades of experience in management consulting, public policy, and geopolitics, he offers a rare cross-domain perspective on digital transformation for global financial institutions and state governments. As Co-Founder of APEG, Suvendu has been instrumental in bridging the gap between policy intent and operational reality. He co-conceptualized SANKALP based on the conviction that the failure of policy execution is often a failure of infrastructure. He envisions SANKALP as the "policy-tech" bridge—a next-generation infrastructure that speaks the languages of both governance and technology fluently. His broader mission is to redefine how multilateral institutions design and measure policy, ensuring that the promise of sovereign AI translates into tangible institutional transformation and data-driven decision-making.
